peahen laying problem

My peahen has laid 3 eggs in the last week on the dirt not in the nice 30" x 48", shaving lined box that I so carfully made for her. Then she proceed to either step on them or peck them. The result being that they all broke. What am I doing wrong?
Can someone please enlighten me?!

Try filling the box with hay and covering with branches so that she feels secluded in there.
