Pecked out feathers have not grown back in months

Hi everyone,
One of my layers I am assuming was pecked by the other hens sometime ago. She has this patch of missing feathers on her chest that has really given no sign of ever growing back. It has been a good 8 months. Recently the area above it looked a little raw (no blood though

One of my layers I am assuming was pecked by the other hens sometime ago. She has this patch of missing feathers on her chest that has really given no sign of ever growing back. It has been a good 8 months. Recently the area above it looked a little raw (no blood though)
I am not really sure what to do. I tried separating her but nothing seems to help with the feathers growing back. There are no signs of them growing back either . Pic attached

Birds only only once a year, and from my understanding, that means any feathers lost are lost until the next mold finishes
