Pecking order or confused

I have noticed that every time this one pullet Dakota EE does the pecking order dance with another pullet my cockerel Red RIR challenges her? Does he not like her? Does he think she's a cockerel too? Picture for attention..

My cockerel runs over to the EE pullets and tries to fight them because he thinks they are challenging him. Cockerels aren’t too smart.
I was thinking maybe he thinks she's a cockerel too since she so colorful? No harm done, just interesting watching them establish their pecking order.

EEs and ameraucanas do have lots of feathers on their necks, and it does look like what roosters hackle feathers look like when risen. They might just be mistaking it for a challenge, even though it’s not.

That makes a lot of since because her neck is very thickly feathered!
 
Could it be he is trying to break it up, by getting into the fight? I wouldn’t worry to much as they are establishing a pecking order
