Make sure they have plenty of room with several hiding places, quail can be quite evil to each other and if a tiny wound is made they will all gang up and can quickly de-eye and scalp even kill each other. You can use neosporin, and in case of eye pecks use coconut oil. Most people recomend usig blue cote (kote?)
on wounds to hide them but usually i just seperate injured quails for a few days, of course that causes its own trouble when reintroducing them back.
If your quail are just reaching breeding age they are worst then, and will hopefully calm down soon. If you have them inside you can keep them in low light, even dark for a day or two as well, i do that when i introduce new birds, helps keep the fighting down.
Make sure they have plenty to do, birds will fight when they are bored. Its important for quails to have a place for sand bathing, mine occupy themselves for hours his way!
