Peeling feet

The feet and legs look horrible and totally necrotic and lost to me. There is something bad going on with the birds butt as well.

I would put it out of its misery.

All of your birds should have weekly health checks as a routine to avoid such things going on unnoticed.

All my other birds are fine he is the only one. It’s so hard for me to take him out of this world I hatched him this spring and he’s so kind thank you for the advice

His feet are in the act of rotting off and will not regrow.

While miniture breeds might be able to maneuver their light bodies on the resulting stumps after healing with a lot of care, I doubt that this will happen to your bird.

Think of his quality of life.

I completely understand that! this is the loving thing for him though. I think he is suffering

I'm sorry about your rooster.

His feet are rotting off, it may be due to Frostbite. Given his poor condition, I agree, it may be best to put him out of his misery.
