I would consider that an external pip. 18 to 24 hours after the external pip is when you should start getting worried and start to assist, here is a great article:

This is the BEST info I have read about assisting hatching.. mine had gone to day 23 and pipped away from air sac and clearly too big to push!! 1 pipped and zipped itself, 2 have had a little help.. waiting for no 4.. pipped and peeping away!! I think it is also going to need a hand.. 3 chicks later Yey!!!

Last fall I tried to hatch some eggs and nothing even developed, total user error on my part.

3 weeks ago I decided to give it another go. Last night (day 18) I put the incubator in lock down and this morning I see 2 little chicks have hatched! (A bit early, it's only day 19!)

30 something more eggs to go. I am thrilled though...2 chicks is double what I hatched last year, haha!
