Is she fully grown or still growing? While they are still growing, their bills and even the color of their feet often change and this change often starts with being mottled. Don't really remember if this happens after they are full grown. However, look at the male Rouen....he becomes a beautiful "Mallard" in the Spring, Summer and Fall but then all winter long, he looks like one of the girls and is no threat to them at all.
One of my female Pekins has that too. I looked it up and it's a normal coloration change for some ducks. It has to do with hormonal changes and you can ignore it.
