Program Standards for the
PA Pullorum Equivalent Program for Exhibit Birds

RAPID PLATE TEST IS NOT VALIDATED FOR TURKEYS
This program is designed for exhibit birds not part of an NPIP pullorum clean flock, which are being tested for pullorum in order to be transported to an exhibit. All requirements of this program must be met in order to move birds to exhibit.
Program Requirements:
ü Enrollment: Flock owners must enroll their flocks in the pullorum equivalent program with the Pennsylvania Department of Agriculture.
ü Flocks which meet testing and biosecurity requirements outlined below will receive a certificate of enrollment which is valid for 1 year from the date of issue.
ü Testing: 300 birds or the entire flock if flock has less than 300 birds must be blood tested for Salmonella pullorum annually in order for the flock to remain in good standing on the program.
Only birds which meet the minimum age requirement at the time of sample collection must be tested.
· Chickens shall be tested at 4 months of age or older.
· Turkeys shall be tested at 12 weeks of age or older.
· Game birds shall be tested at 4 months of age or older, or upon sexual maturity, whichever comes first.
§ Ratites shall be tested at 12 months of age or older.
ü Blood samples must be drawn by a certified poultry technician or an accredited veterinarian. Samples must be sent to a PADLS laboratory for testing.
ü All birds tested for pullorum must be
banded – leg bands are available from the Department of Agriculture.
ü The whole blood agglutination plate test will be accepted for this program: A state form must be submitted to the Department immediately after testing (form attached), and any reactors must have a blood sample tested immediately at a PADLS laboratory. All reactors must be
banded when blood is collected to send to the laboratory.
ü Testing should be performed well in advance of the exhibit season since the Department pullorum response protocol calls for quarantine of an entire flock if a suspect is identified in that flock. Suspects may be rebled by a PDA inspector or veterinarian at least 21 days after the date of the initial sample collection, or the bird may be submitted to a PADLS laboratory for culture.
ü Biosecurity requirements: All additions to the flock must come directly from NPIP pullorum clean or approved equivalent program sources. Birds on the PA pullorum equivalent program may not be commingled with birds which are not from an NPIP pullorum clean or approved equivalent program flock unless those additions are tested and found to be negative for pullorum, and those additions are not commingled with the program birds until after negative test results have been obtained.
ü Records: The Department reserves the right to inspect records and facilities of all flocks participating in the PA pullorum equivalent program.
ü All birds moving to exhibit must also meet Department requirements for Avian Influenza testing and all other requirements of the Department and the exhibit.
ü Any participants not meeting the program standards may be removed from the program at the discretion of the Pennsylvania Department of Agriculture.
