Find out for sure before you get the ducks. As a kid I purchased a pair of wood ducks - then I applied for a state permit (NJ). State fish and wildlife officials came and seized my birds. I was not fined as it was evident that I was not intentionally circumventing the law. I am not certain what if anything happened to the person who sold them to me. Officials were apologetic, but it was the law.

A Federal permit is required to sell them. Check with state regulations if you need it to purchase them.
