This appears to apply to eggs for consumption except for the statement:

"Anyone who buys or sells eggs must be licensed and renew that license annually: July 1 - June 30."

If you contact your state veterinarian, you should be able to find out what specific rules apply to hatching eggs.

If you want to know about shipping hatching eggs to other states, you will most likely need to get NPIP certification and obey the specific rules and regulations of your state and those of the state that you plan to ship eggs to.
