I don't think that he is a he. He is a she most likely. I have a few hens that crow and they didn't start doing it until our roo passed away. So if you don't have a roo, that hen probably is taking charge. I would wait a little longer because I don't see any sickle, saddle, or hackle feathers on that beautiful bird. I have an 11 week old BR pullet that looks like this:

If that helps any. It's too bad that your birdie is probably not a boy and that you live in NM or we would want him. But, that sure looks a lot like a girl. Look up BR roo picks on Google images, the feather pattern is slightly different and so is the coloring, which should be typically lighter, but I just looked this up because of my little pullet. We have a hen like that too. She became "different" after a dog killed the rooster. She even jumped on the back of the other hens.

When we introduced the new rooster, she was standoffish and confrontational. Pretty soon, he whipped her into line. Now she walks with him and is his constant companion.

It is just like prison politics.

If you remove that hen from the flock, another will assume the position; just get a rooster.
