I think its attention seeking. I have one that pecks what she can reach and jumps up and grabs my tshirts. They peck on people because they are curious and their stomachs are bottomless pits. They wipe their beak on you because humans are apparently towels. I hand-feed my rooster and when he gets food stuck on his beak he wipes it on my hand.
