Investigating Pictures are not scaling properly on my tablet & phone

Sometimes I resize pictures and they look fine on my desktop.

But they look like this on my tablet.

And like this on my phone:

GREAT idea! That's probably the #1 thing I (we) should do when it seems like it might be a software bug.
