my male bird will always follow her pair to their nest even when her pair want to eat he don't allow her and force her pair to lay eggs but the female seems like it doesn't want to lay because it's long time since that started to happen, what is problem?

How long is 'long time'? Generally a pair will start nest building, and then the cock will drive the hen, and generally she will lay within 10 days.

For 2 weeks now.
But when the cork drive the hen to the nest for it to lay, the female leave the nest immediately when the cork left.

Just be patient. when the male drives the hen to the nest, she isn't going to go in the nest and lay an egg right away. some hens don't show interest till right before they lay.
