Is it normal when Pigeon eggs are near to hatching & the Dad & Mom don't brood as much?

No. That is not normal.

They will spend the same time on the nest as usual... and even when the squabs hatch they will brood them and not leave them unattended for the first week or so.

Check your hatch dates. It may be the eggs are not fertile and have gone past the time they were due to hatch.. and the parents are starting to give up on them.
