Cool. It is good to limit pigeons food, as they will pick out their favorite seeds, and not get a good diet. I recommend it you aren't flying, All they can eat in 15 minutes.
Pigeon is mostly just sitting in the corner and eating when we put food near it. What do you mean by how much they can eat in 15 minutes? Is there something more like '4 cups of food a day'?
I'm saying experiment with the amount of food you put in, so it last them 15 minutes the whole day. It isn't good to leave food in the whole day.

The pigeon is at my friend's house, no cat there. We've adjusted to a system where the pigeon has free access in and out of the crate to fly around. She/he always stays on the property and always comes back to the crate. She likes to perch on the porch railing, top of the swingset, and on the roof. She is put in the crate and brought inside at night. The cat crate is not a permanent home, but is working until we can get a loft figured out.
Based on your last post, I would say you have succeeded my friend!!
