Pine shavings for my goslings?

My goslings(3-4 weeks) seem to be eating the shavings. They have just started doing this. Should I be concerned? I have been giving them things to keep them busy, such as, fresh greens, a golf ball and the feed. Also, the store where I purchased everybody suggested that feeding everyone chick starter was ok. This is feeding my goslings and mallard ducklings.
 
If they were mine I'd change the bedding to something like puppy pee pads. If they're eating the shavings it could block them up & kill them. or maybe try straw instead, but be sure they don't try & eat that-
 
I used layers upon LAYERS of newspaper, covered with cloth. When we ran out of rags, we just switched over the plain newspaper.

BUT, if it gets wet, they still tend to eat it.
