I use 4 ml plastic purchased at Menards, a local home store similar to Lowes, Home Depot, etc. We staple it on in late October and remove it in April. We have a 2x4 framed run and use lathe strips to secure it to the 2x4's in addition to the staples. It keeps the wet and wind out all winter. We do have three plexi glass "windows" that slide on tracks for ventilation.

Most banners need a way for some of the wind to pass through so that they don't shred themselves. Otherwise solid sheets just become sails. You could look into sails too. See if a sail maker would have used sails that could be recycled. Or watch for them on craigslist. Once again, we west sider's should be able to help you out if you find something that will work.
I get the clear vinyl "cloth" from fabric stores. The stuff I buy is sold by the yard (53 inch width) in different mm thicknesses. The thinnest (which is still quite sturdy) is $1.99 a yard. I tack it on with thin strips of wood to hold it firmly in place. My run is pretty big, so I just use it along one side to allow lots of sun in.
