has anyone seen this before what should I do to fix it ??????
It's possible that you are dealing with ingrown feathers. They can form cysts that need to be dug out. Sometimes they can be dug out with a needle or tweezers if that is what you are seeing. Here is a link to read that shows the ingrown feather at the end, along with another link:
