Please Help Identify this Roo! He is over a year old and his feathers are soft like down.

Definitely a Silkie mix, Silkies are the the only breed that has feathers like that.
My best guess is that his other half is Ameraucana, given the beard and the coloring. He's adorable!
He is a mix breed silkie. He has silkie in his lineage, and that is what makes his feathers look like that. Another example, one of my past cockerelsView attachment 3574777

I should add: birds that look like this are homozygous for the silkie gene, meaning that both parents must carry at least one copy of the gene. Meaning, this was either a back cross (silkie×F1 silkie mix) or a mix of parents who both have at least one copy of the gene

No clue. Don't think so. He'd turn out bigger. I just got them as mix breed bantams
