Brewers yeast dos supply some niacin, but not enough to be sufficient mixed in with the chick starter. You can still use the chick starter if you want, you just have to add Niacin supplement along with it. @Isaac 0 and @Miss Lydia can give you the info you need to add the proper niacin requirements to the diet.

Hmm, so she isn't growing as large as the others? Do you have a picture? That may help show size differences. Does she eat and drink like normal?
What should I use then for niacin supplement? Also she does eat and drink normal I always make sure to watch her and the others to make sure everyone is eating he’s a picture of her next to one of her siblings that hatched the same day as her

I know you can get Niacin powder from Amazon, not sure were else you could get it. Try putting something in the search bar about ducklings and niacin, and you may get a dosage answer on niacin before the people I tagged answer.

Wow, that is quite a difference in size. Lets see what the experts say, on that, I'm stumped.
 
Chick starter is fine but you need to get liquid B vitamins now that the little one has lameness. The Brewers yeast and Nutritional yeast are good ways of adding the extra niacin when all are looking good, because you don't want them to have issues. But when one isn't responding to these and starts having leg issues then you need the liquid B Complex. Go to TSC and get it or check at other feed stores if closer, 1/2 ml overfeed for the lame one daily also put 1/2 ml in her water. For Brewers yeast for the rest, it's 1 Tablespoon per cup of feed. The others can also have the liquid if you prefer.
What Id do is put some nice warm water in the sink or if you have a plastic dishpan, just deep enough she can float and use her legs. You don't want to leave her long because the water will cool, but how is she moving her legs can she stand on them with the water supporting her body? Make sure to pat her dry and keep her warm so she doesn't chill.
