He gets the most expensive food from the feed store there’s only two types one is pellets I don’t use that one I use a mash mix
Which is what? This is important, please. Expensive doesn't mean good .
If it's a mash mix, it need to be served wet so the vitamin powder doesn't get missed.
He also get vitamin E and some eggs every two days because a hen had a deficiency but it looked nothing like this she just looked like a bobble head anytime she shook
Sometimes a trauma can bring it on.
Vitamin E helps but is not the primary vitamin in typical deficiency.

Mash mix yes. He used to get the wet food but he used to gasp while eating it, I’ll start doing that again

Do you still have the feed bag? Can you post a picture of the front of the bag and also the nutritional label on the back please?

What type of mash mix is it? A layer? Grower?

Give him a third of a B complex tablet every day for a few weeks, it will take some time for improvement. Any brand from the market
It’s a layer, I just gave him and the other 22 birds a feed pan of it with water I’ll go get some B for him

Ok, I don't know if there's an option for you but if it's possible to feed your birds a chick feed, do it, eith oyster shellavailable. Roosters don't do great on layer and most layers don't have a lot of nutrition.
