Please help silkie chick with toes stuck together.

I hatched some silkie chicks and one couldn't walk. I gave her meds and she was doing great. But she still had trouble walking. So, I look around for problems then I saw on one of her foot. The 2 back toes were like web together and the other wasn't. How could I fix this like should I cut it?
 
I prefer to get the toes separated asap if I can because they can scratch and walk more naturally later on as adults. If it is just webbing and I can get them separated, I cut apart the toes with dull scissors and put some antibiotic ointment on them and tape for a day or two, doesn't seem to affect them any...you can numb the toes with an ice cube if you want.
