Well, if it's not there all the time, and it's not appearing with a rhythm, like only at X time of day, and no one else is 'sick' with it and there don't appear to be any other symptoms of anything.... I'm betting she's just learned to make a new noise and is talking with it. That it freaked you out is a bonus for attention! If you do find it to be something else, please drop an update, I'd be curious to hear about a problem that makes chickies make this strange noise.
The only other thing I can think of would be something like bronchitis or a respiratory problem, but usually those come with other symptoms and you'd see other birds acting up.
