he literally picks himself

Likely the preening gland is impacted/infected. Can you tell if any oil is coming out of it?
Having an avian vet take a look at it would be best.
If not, you can try warm compresses to see if you can get it to loosen up and give a round of antibiotics to see if that clears it up.

ok we wil try that we just found some antibiotics to try and some other things to help him out thank you though this is the most helpful answer weve had yet

Agree w/hibiclense & antibiotics.@addctd2plnts is correct re Lamisol, but am curious to know if Lotriminfoot powder w/miconazole would suffice? Slower effectiveness, but-?
Otherwise, I looked outside just in time to see my guinea be hit by a truck (there was no braking), and I panicked bc it looked like a feather pillow exploded.
Miraculously, she got up and walked back to the coop, got up on the perch and stared at herself in the mirror.
The feathers must have protected her,bc her bustle & back feathers were completely gone, her entire back looked like your pic.
I cleaned it and applied vetericyn hydrogel x3 a day. Any dressing I tried to apply she managed to get out of so I gave up.
The vetericyn hydrogel seems to create a seal over the wound -it looked scabbed over. Her wings cover it so neither she nor her roomies mess with it, and she's healing well. - and it works for bacteria & fungus.
Good Luck!

I am so glad you had luck i hope we do too thank you for your story it really makes me feel like we arent the only ones who have struggled with it

Given the mess, it might be prudent at this time, to remove all the feathers that are in that area, all they are going to do is stretch tear and cause more irritation to that part of his body. Remove feathers, use antibiotics on the skin until you can hopefully get that cleaned up a bit. Once it heals, hopefully you can get some feathers to grow back in. Just my non expert opinion.
