Please help!

To answer all of your questions:

Ritz just sleeps on the ground currently while we build a house for the ducks to live in. While I was treating him for what I thought was a respiratory infection, he slept and hung out in pine shavings. The whole flock has been exposed to pine shavings their whole lives.

Before, during, and after my attempted treatment, Ritz had access to a swimming pool deep enough to submerge his head in and bathe in as well as a water dish that he could drink from. He seems to really enjoy baths.

I will get photos of him later today and post them here. I bought a vitamin supplement in liquid form that's meant for smaller birds, but it's all I could find nearby. I thought I'd put a few drops on some peas (his favorite treat) and give it to him this evening. We also just switched feed from chicken feed to Purina all-flock feed to try and make sure everyone is getting the nutrients they need.
 
Here are some photos of Ritz, as promised. I'm sorry some are out of focus, he didn't sit still, haha. Notice the duckling fuzz on the back of his head. The other ducks don't have that.

there was actually no foam in his eyes when I went out to take these photos, but I don't know if he just bathed or not.

I don't have any terramycin. And I haven't given him the peas yet. Do you think it's alright to use the small bird supplements with a (rather large) duck?
 
The ducks sleep under a sort of makeshift awning at night, as they're too big to fit under the roosts of our meat chicks now and I don't want them getting soiled. They're in a safe spot under the awning in an enclosed pen in between two different mini-coops. Our pen situation is complicated right now, hahaha.

Ritz seems to walk fine. Sometimes his left foot twists in a little, but it hasn't been enough to alarm me. He doesn't shake when he walks and doesn't object to walking.
 
Did you see this site? It says that foamy eyes are a symptom of a blocked tear duct.
I've seen that, and I've also seen it as a symptom of a respitory infection, fungal infection, bacterial infection, allergic reaction, and a deadly avian disease.... so at this point it could be anything. If it was a clogged tear duct, wouldn't have my saline solution eyewashes cured it? It's strange how it's in both eyes too. And also keep in mind that his eyes have been wet for almost his whole life before the foam began appearing last week. It's so confusing XD what a strange duck :p
 
dog tear stains are sometimes caused by block tear ducks. babies often are born with blocked tear ducks and they are gently massaged to open them up so tears properly drain thru nose and then go down back of throat. unless your duck is sneezing or showing any other symptoms i would not worry about it. the fuzziness is probably from him growing slower then his siblings
