Please tell me if this is a dreaded ROO!

Acts a little different. May be a little older. Has a little more comb and waddle than the sisters shown. Doesn't crow after 4 to 4 1/2 months.

I'm sorry but even clicking on it I'm still not able to see him/her well enough to tell. Need a closer look.
By the way, why is a roo dreaded? Can you not have them where you live?
My roo is the most valuable member of my flock.

More opinions, PLEASE. I'm living in a county where you are allowed TWO HENS! And I have EIGHT unless this one is a Tattle-Tail Rooster. One "Cock-a-Doodle-Doooo and I could have 2 hens and 6 FRYERS! Not to mention a possible fine. I'm really just concerned that a rooster in the bunch could cause a neighbor to complain.
