I would say he is a roo. Sometimes BLRW pullets start pinking up earlier than other breeds, but your chick's comb looks pretty big as well as red.
 
looks like a cockerel not only is the comb red but the wattles are as well
 
I love the hardware and the mini-roost in your brooder coop!! Sorry but I think the little cutie is a boy....

I'd give away the Marans cockerel and keep the BLRW unless you wish to breed for Marans traits (dark eggs). (In which case you'd keep the Marans roo....)
