Plucked feathers on neck

One of my chickens looks like someone has plucked her feathers all the way down one side of her neck down to her breast. It has been this way for over a month. Can anyone tell me what may be causing this and what I can do about it. The feathers don't seem to be growing back.

it has been this way for quite a while and the feathers dont seem to be growing back. how do i stop this from happening?

i only have one other chicken that doesnt have her beak clipped, so it must be her

Why do you clip their beaks? I've never heard of this.
