I used to have a jawbone Up! (fitbit competitor back in the day, they're gone now), and I wore it around my ankle too. It didn't count steps accurately on my wrist.
I don't know if you know how much I enjoy experimenting but I have been known to wear three Fitbits at the same time just to see how accurate they are based on where you wear them on your body.

Its actually not just this simple as to where you wear your Fitbit. There are other important factors involved with getting it to count your own personal correct steps correctly each day.

I've gotten lazy. My cell phone bouncing around on my butt cheek in my back pocket seems to be able to track my steps and activity rate pretty well, so I just let it do it.
