Poor fertility or something else?

I have 25 hens, a mix of bcm, cream legbar, Easter eggers, and barnyard mix. I have 2 roosters, a bcm and a lavender Ameraucana. All the bcm eggs and brown eggs I try and incubate are fertile and hatching, yet not a single blue egg ever starts developing and most green don't and if they do they aren't making it to hatch day. Is this a rooster problem or a hen problem or maybe both? I know the bcm roo is servicing most of the flock, the other roo is more docile for sure. I guess I need to take the time to try and watch? I just can't figure out why not a single blue egg is fertile, like half my flock lays blue eggs and I'd sure like to hatch some. Should I add another roo to the flock?
 
Try trimming fluffy butts! That was my only issue in the end. Maybe the blue eggers are more evasive or more fluffy down there?
 
Do your hens accept him? One of my hens hates the head rooster and never lets him near her
Fluffy butts is also an issue I trim my hens occasionally to keep them clean and better fertility rates
