Poor hatch rate

Hello everyone lately I have gotten 9 little chicks out of 34 from the incubator , I know the hatch rate is low , I don't know where is the problem. I did 47% humidity and 37.5 C° for the first 18 days and at last three days I did 63% humidity and 37.3%
If anyone has any suggestions I will be pleased to hear from you guys ,(notice I have a still air incubator)

No,they are not shipped,
For the thermometer and hygrometer I have them independent

It looks like you're running your still air incubator at too low a temperature. 99.5C is appropriate for circulated/forced air incubators, but still air units need to run closer to 101.5C, measured at the top of the eggs.
