Is he molting? Blood feathers bleed. I would bring in inside or at least put him in a small cage so he doesn't thrash around. If you can get him into the garage or inside, might help him heal faster, at least over night.

i did put him in a cage and ive had him for 4 yrs now. never seen this before. i dont think a molt. but? he stays in his own bld. with his ladies, 3 babies of his from this yr. a polish roo and his 3 ladies. its a barn with no insulation that i bought just for them. its 12 by 16 with boxes down one side and a loft for perching. two windows and a air vent

If it is not molting, and the fact that he is bleeding from both tips of the wings, he probably flew and slammed both wings on something. If you are not seeing any holes, or flesh hanging, then the bleeding should stop. I would keep him in a cage and quiet for a few hours. The bleeding should stop pretty soon if he stays quiet.

Unless he was sleeping outside in a blizzard, it is unlikely that he has frost bite on his wings. Feathers protect the skin. Birds get frostbite on exposed skin like combs, faces and feet. So I don't think this is the problem. Sounds like to me that he injured himself somehow in the coop.

Frost bite occurs when there is a lot of moisture in the coop. Insulating the coop does not stop frost bite. When birds breath and poop, that moisture has to go somewhere. And if you don't have enough ventilation above the birds, the moisture freezes and falls back down on combs and faces. The wings would not be getting frost bitten. At least in all my years, I have never heard of frost bite on wings.

Make sure you have proper ventilation to prevent any future issues with moisture.
