Potential Frostbite?

So I believe he has frostbite, am I correct? He is also acting quite sluggish. If so how could I effectively treat it?

He does have frostbite but it's not bad enough to warrant treatment. Leave him be. It will turn black and fall off.
Meanwhile make him sugar water to reenergize him.

The frostbitten parts will go black and fall off. In this case, he'll maybe lose the tips of his comb. But his comb will still stay on for the most part. It will be stunted and not grow back but he'll function fine without it.
