Pox, pecking, or something else?

We’ve only had our hens for a year so I’m still learning lots. We have a pecky flock (even after we added a rooster), so my gut sense is that these are just peck marks. But since I’m so new to this, I don’t trust my gut.

The last picture is of the gal who seems to get pecked the most (she has the bald spot on the side of her head). Assuming these marks on their combs aren’t pox (and not some other disease), I’d love to get some advice about stopping the pecking... I have tried the blinders, creams, sprays, pecking block, toys/entertainment and nothing seems to work.
