If you can reach it with an extension cord, you could use an electric sander. But you'd have to clean everything up very well after that, because you don't want the birds eating paint particles. Then you could paint a darker color so stains are less visible.
Honestly, it doesn't look too bad to me. Chicken coops don't need to look sparkling clean, in my book, anyway.
