Pre-matured chick from hatchery

Ok so we just got some D'uccles Bantams from Ideal hatchery and one the chicks was wet. Well as soon as got it under a heat lamp it seems fine. Yet none of the other chicka were wet, nor was the box, so was it pre matured brithed? It does seems smaller than the rest and it's feet are cock-eyed, so does this happen sometimes?

All chicks hatch wet. This one could have hatched late and wasn't able to dry before being shipped. Were your chicks packed with gro-gel (a green paste)? If they were, she could have gotten wet from that.
