Predators and pests, both describe my neighbors

Well, you could shoot 'em, but it's probably not a good idea. In Texas its actually legal if it is at night, and, you can chase them down and shoot them (at night). Here's the law in the Texas Penal Code. Most people don't know this, by the way, and I personally think its a bad idea. Seriously...

SUBCHAPTER D. PROTECTION OF PROPERTY
Sec.A9.41.AAPROTECTION OF ONE ’S OWN PROPERTY.A (a)A person
in lawful possession of land or tangible, movable property is
justified in using force against another when and to the degree the
actor reasonably believes the force is immediately necessary to
prevent or terminate the other ’s trespass on the land or unlawful
interference with the property.
(b)A person unlawfully dispossessed of land or tangible,
movable property by another is justified in using force against the
other when and to the degree the actor reasonably believes the force
is immediately necessary to reenter the land or recover the
property if the actor uses the force immediately or in fresh pursuit
after the dispossession and:
(1)the actor reasonably believes the other had no
claim of right when he dispossessed the actor; or
(2)the other accomplished the dispossession by using
force, threat, or fraud against the actor.

Sec.9.42.AADEADLY FORCE TO PROTECT PROPERTY.A person is
justified in using deadly force against another to protect land or
tangible, movable property:
(1)if he would be justified in using force against the
other under Section 9.41; and
(2)when and to the degree he reasonably believes the
deadly force is immediately necessary:
(A)to prevent the other ’s imminent commission of
arson, burglary, robbery, aggravated robbery, theft during the
nighttime, or criminal mischief during the nighttime; or
(B)to prevent the other who is fleeing
immediately after committing burglary, robbery, aggravated
robbery, or theft during the nighttime from escaping with the
property; and
(3)he reasonably believes that:
(A)the land or property cannot be protected or
recovered by any other means; or
(B)the use of force other than deadly force to
protect or recover the land or property would expose the actor or
another to a substantial risk of death or serious bodily injury.

I am sorry one of your jerk neighbors decided to trespass, destroy property, and steal your roo. I would def invest in a camera of some sort to catch the thief if they ever try it again (and if they are as resentful as you are describing, I am sure they will try again). Check out Uncle Henry's for a deal, I am sure someone has used one they want to get rid of for cheap. (Yes I am from central Maine too

From the sounds of it the neighbors are harassing you.

I would check my local laws and codes. Document or get copies of every single report done about you. Get pictures when you get visits from these people inspecting your place. Do it while they are there.

This is now tresspassing, thieft and cruelity to animals.
Pay back time.

If nessacary take this issue up with your county commisioners or who you have and your county attorney. These neighbors need to realize they cannot keep making false reports about you and not get in trouble for harassment.

Get the game camera. I got one for around $50 on ebay.
 
I know how you feel!!

Padlocks solve a lot of issues. If the lock is cut, the perp is human guaranteed! I padlock my front and back gate, there is no way into the back yard without climbing a fence or cutting a lock. My coop has a lock as well.

When I was having a neighbor threaten my roos, I started sleeping with my bedroom window cracked so I would be more likely to hear them if they went bezerk while I was asleep.

When I lived in Eastern Washington some of the wheat farmers had to hire armed security to keep their fertilizer from being stolen. I'll bet they wish they had the Texas laws too.

For those of you that don't have to read legal stuff every day (like I do), this little known option IN TEXAS basically says that if someone steals something from you at night, you can use deadly force (kill them) to recover your property. Even if you catch them running away with your property, again at night, you can chase them down OFF YOUR PROPERTY and use deadly force (kill them) if there may be no other way to get your property back.
 
My wife and I have never been able to understand the mindset (selfishness I guess) of people that move into an area then want to change the lives of those already there to fit “their” liking. We just recently got chickens, ducks and geese so that never before slanted our thinking. There was a man that lived in the area that had birds. Land around him was sold and developed. They “TRIED” to make him get rid of his flock. Didn’t work and the wife and I smiled. Another man had horses. The closest house was approximately three blocks away, but once again the people moving in didn't like the smell. I never smelled anything when I passed by. They wanted the parish to make him get rid of his horses. Didn’t work! The wife and I smiled.

Anyway, I hope the constable puts the screws to the SOB for you. I hope the new roo crows constantly.
