Preening gland looks like a broken twig--white and dry

Okay, I know my lady depicted here doesn't look very pretty. About half our flock get feather pecked last winter and the feathers simply never grew all spring and summer long. Now a few of them are molting and I'm hoping they'd all just get on with it so they'd all look normal again. This girl, though, has developed an odd looking tip to her preening glad. It truly looks like a broken off stick on the end--kind of woody looking--and white. It didn't look like this a few days ago. She's acting perfectly normal. Does anyone know what's going on with her oil gland like this? Do I need to give her something? Is it not working properly in this condition?

I just want her to grow her feathers back, that's all. And if this is somehow impacting that process, please let me know what I can do. This is my first batch of chickens. They're all around 18 months old. (Oh! She's got bluekote on her because she was bleeding on her back from a blood feather last week.)
