prevention of mites/lice

i have a 4 wk old chick scratching it's neck bloody today. brand new coop, bags of large flake, roosts have hay in them. never birds kept on this property before. temps warmer than normal. how do i do a "prevention". do i assume parasites based on this behavior?

treat the bird with chicken dust or 7 dust. then sprinkle some diotamaceous earth in the coop. that should do the trick

do i treat all the chicks w/7 dust? i'm going in the a.m. to get whatever i need. i just checked on things & that one chick seems miserable w/itching. i don't know if it's the medicine or the original problem. if i create a dust bath for them do i mix d.e. in sand is that how it's done?
