Bleenie, it's so nice of you to be doing this and donating to the shelter. Some little kitty is going to be so comforted by this.
I know some people make little crocheted cat toys, too. Little mice or balls, that they stuff. I usually sew cat toys out of scrap quilt fabric and add a bit of catnip to the stuffing. You can make toys out of old clothes fabric, too.
Do the people at the shelter have a cat room that the cats can be in or is it only cages? If they have a room where people play with the cats, you could try making a crocheted wand toy. Anything like a dowel could be the wand. A crocheted chain, heavy yarn or a cord could be attached to the wand and the toy at the end.

Thank you guys! I actually have crocheted some kitty toys, I wanted to have a bag of them for when i took everything in. I made a fishy for my sisters cat when we were at my dads for christmas and she LOVED it, just went nuts. so I am sure they'll be a hit with the cats at the shelter. i know one of the shelters i would like to donate to has a "colony room", i assume it's for a small group of cats so they get time out of the cages. I've got a couple scratching posts to donate now too.
I visited a local shelter a few days ago but they had LOTS of play stuff for the cats, towers, beds, toys and all that so i think a lot of this stuff will go to the bigger shelter. The kitties at the smaller place were obviously very well spoiled during their stays! it made me smile
I made some sweaters for a few small dogs that i took in as rescues, thankfully they were all about the same size, lol. a Chihuahua, Chi/Malti-poo & ShihTzu... they went to a friend for their malti poos a while back, i would love to make some of them again too but it seems like the Humane Society is the only one around here that gets a lot of small breed dogs and they were rude last time i asked about donating.
they won't use them on the dogs, they will put them in their "for sale" section out in the lobby, which still helps but i feel bad for the chilly chihuahuas & pit bulls. I would ABSOLUTELY crochet pitty-sized sweaters if they would use them, lol.
here's the kitty toys i've made so far: 2 birds, bunny, mouse, jingle ball & snake. (all cotton yarn)
The sock toys are totally easy to make! Just take a sock, and fill it with small to medium size paper balls. ( they must be able to still crinkle). Then fill the sock with as much catnip as you would like. The noise it makes is a crinkly- shaky noise-- the cats love it! Then you can either sew the top, or tie it with a string, to make sure nothing falls out. Then I drew little mice faces on them. I hope these directions make sense!
