Prolapsed Drake Penis

Hey everyone, I was on here a couple months ago about my young drakes penis being prolapsed, it retracted on it's own and never had a problem since! Until now! We noticed today that it's out even further, and must've been for a couple days, it looks as if ththe girls were picking at it, its sore and bleeding in a couple places, there's about 4 to 5 inches outside his body, and the end is shriveled up and turned dark! I put him in a cool bath and rubbed polysporin all over it for infection and lubrication. Problem is, I'm 500km away from a vet and she don't specialize in birds. Is there a chance that the dead part will just fall off? What can I do?
