The Planning Board in Chesapeake, VA, has proposed allowing 4 hens IF they are enclosed in a coop and/or chicken tractor, as long as the yard is also enclosed by a 6' Privacy Fence. Their reasons are 1) in case the chickens get out of the coop (while cleaning,etc), 2) to provide additional protection from predators, 3) to keep dogs from barking at them. (I kid you not! Because chickens are the only things dogs bark at, right?)
We are attempting to get the fencing requirement removed, and I'm wondering if anyone out there either a) successfully fought a similar requirement or b) has the 6' privacy fence requirement (because I can't find any other cities with such a requirement.)
