Set back does not include chicken run. Coop must be in the backyard. Ordinance is coop must provide 4 sqft per bird, maximum 4 birds. This doesn't make much sense as minimum chick sales are usually 6, check your area chick sale requirements as this could be your loop hole and force the city to change the bird limit to 6. There is a reason every city that allows chickens has 6 bird limits. They can't go less.

What it comes down to is- does your lot have the distance to put a structure on it? That takes a tape measure. Whatever distance greater than 20 feet (15 property line + 5 house and or deck) is how wide your coop can be. Then measure 15 feet from property line each side and that's the limit of where the coop can be placed and on your small lot likely the limit to the length of your coop. Now you know if you can even have a coop by lot size and if so how big it can be. You need a 4x4 coop to house four birds.
