protien effect on egg laying

I wanted to add onto what another poster said about fat hens not laying eggs. Feeding alot of extra protein will actually have the opposite effect (fat hen will not lay well). Perhaps the person that sold you the protein pact thought you wanted to fatten the birds up for butchering.
Anyway, I realize that living in Pakistan, commercial feeds may not be available to you. However, rice isn't going to do the trick either. Most commercial feeds for laying hens are somewhere around 16% protein. If you are unable to buy already blended laying feed, add some meat scraps to their diet. Meat, veggies, fruits and the rice you're already providing them. If you can catch up some bugs, they're an excellent protein source as well. If you're purchasing eggs to eat yourself, the shells from those eggs are great as a calcium source (not to mention the insides would also be another great source of protein).
I'm guessing the pair isn't producing because of a number of factors (stress from move, lacking diet, and probably not enough water since you stated that could be a cause). If their feathers don't look to be in good condition, they could also be going thru a stress induced moult. Just a few more thought. Good luck.
