Can these respiratory disorders be cured permanently?

Unfortunately the answer is no. Carriers of certain respiratory diseases are for life. Like "Typhoid Mary's."

My first thought was Infectious Laryngotracheitis (ILT) due to semi dried blood from nostrils. I'm not so sure now as no other symptoms have been described. However since they are carriers for life, it would explain how the chicks got infected and died.
Personally, I would cull the rooster. He will spread whatever disease it is to other birds.

Puchi's beak is overgrown, does he have a hard time eating? You may want to work on trimming that down.

The black substance looks like dirt. Does he have a discharge or mucous coming from the nostrils?
Since he responded to antibiotics before, then you can try treating him with those again. It sounds like he has a respiratory disease. Unfortunately most of these diseases make birds carriers for life and birds can become symptomatic from time to time. The best you can do is treat the symptoms and hope he recovers.

You don't mention your location, but I would also provide him with poultry vitamins and extra protein (fish, meat, eggs) to give him a boost.

Is he eating and drinking? What does his poop look like? How old is he?

No he is not eating enough as I mentioned above
His poor is in semi liquid form

One thing more I want to inform everyone that few months ago around November to December, when he got ill he was paralyzed from then onwards he is not able to walk properly at that time I treated him with antibiotics and massaged with some good oil and he recovered but he is still not able to walk properly and again all that symptoms started.

Where in the world are you located? I can help you with products, but it's easier to know at least what country you live in.

If he were paralyzed at some point, he may have a disease like Marek's, there is no cure for this either, but some birds can recover to a certain point. Marek's does weaken the system which in turn allows other diseases and conditions to present.

The reality is that there are numerous incurable diseases that affect chickens. Sometimes symptoms can be managed through nutrition/vitamins, medications and extra care, but birds are still carriers of the disease and can pass it along even when they seem to be well.

Do what you can for your rooster. Try to get some water into him, then see if he will eat a little egg for you. I'm sure Saaniya will chime in and tell us what she uses, she has a handsome White Leghorn Rooster.
