Pullet extremely small, is there something wrong?

Hi, 1 of my chicks who is a Pekin Bantum X Frizzle is extremely smaller than my other chooks. She is now 19 weeks old and about one third the size of the other Pekin Bantums. She seems to be quite happy and is very friendly but I’m worried there is something wrong with her!! Has anyone seen this before?

I have one also a speckled Sussex, she is half the size of her coop mates, no issues with bullying or anything. She is just the runt.
 
Ok, that makes me feel better. She is definitely not bullied and she’s got stacks more courage to get in there and get her share of treats than her sister who is 3 times her size.
