I think you are doing what you can. I would try to keep giving her fluids and make sure she's warm. Offer her a wet soupy mash of feed to see if she will eat.
It can be disheartening when one is not doing well. Some chicks just fail (called failure to thrive), but some will surprise you and come on around.
