This would be our fourth cockerel out of four from June purchase. Thoughts?

With that dark barring, it's definitely a pullet. Cockerels typically have lighter barring. The redness of her comb is an indicator that she is not far off from laying.

is this a rooster or hen it's around 6 1/2 months & I have 6 white leg horns & im only getting 5 eggs & all but one has a big flopped I've comb & they all have wattles but this one is just bigger than the rest? The feathers & body's all look the same to me!

That large comb means she is currently laying! The one with the small comb is the one that isn't laying :)
