Pullet or cockerel????

I have a month old RIR that has a big wattle for being a month old. I can't tell if it is a pullet or a cockerel. Please help!

He looks like a roo. A pullets comb and waddles wouldn't be that pinky red color. He looks like he will be a gorgeous rooster. Are gonna keep him?
 
Yes I am trying to add another roo to my flock. Hopefully he gets along with his father when he grows up! Thank you
